AQSA Research and Education Conference 2024
ASEAN Quantity Surveyors Association (AQSA) is proudly invites all academicians, researchers, professionals, government agencies and students to participate in the AQSA Research and Education Conference 2024 with a theme of “Futurising Built Environment–Transformative Effects of Artificial Intelligence and Digital Technology”. Sarawak stands as a beacon of successful economic development, drawing the attention of domestic and international investors. The state’s resilience and prosperity can be attributed to the diversification of business sectors and the introduction of innovative strategies this year. This emphasis not only fortifies the economy’s resilience but also creates avenues for sustainable growth. We search for economic growth, either for public and private sectors and smart partnership between ASEAN Economic Communities. This will be our focus to integrate the international element into a unique cooperative networking amongst the participants and centres of excellence from ASEAN countries.
Main conference theme
AQSA Research and Education Conference 2024 with a theme of “Futurising Built Environment–Transformative Effects of Artificial Intelligence and Digital Technology”. However, its construction was fraught with controversy, primarily due to significant cost overruns and delays. The presentation will analyse the factors that contributed to these cost escalations, including the groundbreaking design, the engineering hurdles, and the shifting political landscape.

About the speaker:
Professor Anthony Mills
B.App.Sc (QS), M. Bldg, PhD (Melb), FAIQS, CQS
Professor Anthony Mills is Chair of PAQS, and is formally President of the Australian Institute of Quantity Surveyors. He currently holds the academic position of Chair of Construction Management in the School of Architecture and Built Environment , Deakin University, Australia. His university service was recognized by the PAQS Academic Excellence Award in 2019.
Prof. Mills has had an extensive 35 year career as a QS in industry. He has held positions in major QS consulting firms, and government authorities. Prof. Mills completed a PhD at the University of Melbourne in 2002, and later became a member of staff, before later joining Royal Melbourne Institute of technology in 2005. He joined Deakin University in 2010, and then became Dean of the School from 2014 to 2021.
He is an international expert in research in construction economics, and has strong track record in developing and leading research projects in the fields construction cost management and quantity surveying

Ms Amanda Ng (Moderator)
Amanda is the Head of Cost Control at Frasers Property for their mega mixed-use project, One Bangkok. She drives and implements the Cost & Commercial (QS) strategy, policies, and procedures and collaborates with internal teams and stakeholders to ensure successful completion of the project. She is the current President of the AIQS International Chapter Region 1, and Chairwoman of the AQST Management Committee.
Mr Russell Kim
Based in Bangkok, Mr. Kim holds the position of Chief Design & Innovation Officer at Frasers Property Management Services Thailand, contributing to the landmark One Bangkok project. With a distinguished history of managing a broad range of projects, including design-build projects and offering pre-construction and design management services for international high-rise developments, Mr. Kim plays a pivotal role in the development of One Bangkok.
Mr Frank Cui
Mr Cui has worked for many well-known software companies with rich experience in CAD, CAE, CAM, and BIM solutions, allowing him unique insights into the digitalisation of the construction industry. Mr Cui has more than 17-years of business development experience with travels to more than 30 countries. He joined in Glodon in 2014 and currently serves as the General Director of Business Development.
Mr Puttipong Pothi
Puttipong has over a decade of industry expertise and a strong track record and foundation spanning a bachelor’s degree in civil engineering and a Master’s degree in Infrastructure Engineering and Management. He has worked on over 3.0 million m2 of construction and real estate projects, alongside a substantial 400MW+ DC experience. Puttipong has been instrumental in advising on carbon reduction strategies that have effectively slashed 15,000 tons of embodied carbon to date.
Mr Kattiya Rangseepanya
Kattiya holds the position of Commercial Director for Bouygues Thai Company Limited. He is also the current Executive Director for AQST. With extensive knowledge in the construction industry spanning close to 30 years, he has been involved in all aspects of construction. He graduated from King Mongkut’s Institute of Technology Lad Krabang in Civil Engineering degree and moved on to take on various roles such as Design Engineer and Project Manager before moving into cost management both pre and post contract works. He has cost managed small fit outs to premium mixed use projects.
Mr Andrew Brady FAIQS, CQS
Andrew is the Managing Director at GRC. He has extensive industry knowledge and specialist expertise in risk management, cost control, dispute resolution, contract advisory and value management services. Andrew is the youngest person appointed to the AIQS National Board and is the current National President of AIQS. Andrew is also a member of national and international BIM committees and has experience as a Green Star accredited professional.
Mr Peter Ng FAIQS, CQS
Peter is the Chairman and Founder of Beria Consultants Limited, which is an independent quantity surveying firm employing over 200 people with offices in Hong Kong, Chengdu, Macau, Shenzhen and Sydney. He has over 40 years of experience in the construction industry and is particularly proficient at handling costing, quantity surveying, project management and assessment of claims. Peter is the Past President of the Australian Institute of Quantity Surveyors International Chapter Region 1.
Mr Seth Leong MAIQS, CQS
Seth is the Managing Director of Mentabuild (formerly Arcadis Thailand) – a market leading construction consultancy firm established in 1984, providing Construction Cost & Commercial Management (Quantity Surveying), Project & Construction Management and Environmental Advisory Services with 130+ staff and a portfolio of over 1,000 projects.

AQST, in collaboration with AIQS, are proud to present this webinar which examines how advancing urbanization and industrialization, especially in the conurbations, means that more and more structures – including industry and infrastructure – must be built in areas with difficult subsoil or on man-made reclaimed land.
Over several decades, BAUER has designed and successfully executed many soil improvement projects all over the world, including the compaction of reclaimed land, reinforcement of tailing dams and improvement of the subsoil for various infrastructure and industrial projects.
Along with reference projects, different solutions and applications of soil improvement techniques will be discussed during this webinar, and special emphasis will be given to information that is relevant to the work of Quantity Surveying Professionals. About the speaker:

Dr Schober is the Head of the International Department and Soil Improvement for BAUER Spezialtiefbau GmbH in the Asia Pacific Region. Philipp has over 15 years’ experience as geotechnical engineer, including research work and lectures at the University of the German Federal Armed Forces in Munich. During the past 7 years working with BAUER, he has focused on soil improvement solutions. He has been responsible for the tender, design, execution, and technical support of various soil improvement projects in different parts of the world, including major infrastructure and industrial projects.

About the speaker:
Leong Choong Peng FAIQS, CQS
Leong Choong Peng has 50 years of work experience as a quantity surveyor. He has worked on projects in Thailand, Malaysia, Singapore, Vietnam, Cambodia, Laos, Myanmar and Bangladesh. He is the Advisor to Menta build Limited (previously known as Arcadis Thailand), a construction consultancy based in Thailand.
He is a Fellow of the Royal Institution of Chartered Surveyors UK (FRICS), a Fellow of the Australian Institute of Quantity Surveyors (FAIQS), a Certified Quantity Surveyor (CQS-AIQS), a Member of the Singapore Institute of Surveyors & Valuers (MSISV), a Member of the Royal Institution of Surveyors Malaysia (MRISM), a Registered Consultant Quantity Surveyor of the Board of Quantity Surveyors Malaysia (CQS-BQSM), International Cost Engineers Council Accredited (ICECA), an Associate of the Chartered Institution of Arbitrators UK (ACIArb), and was an Accredited Mediator of the Construction Industry Development Board Malaysia (CIDB Malaysia).
He is currently a Councillor of AIQS International Chapter Region 1, and was a Director of the Australian Institute of Quantity Surveyors (2018 – 2022), a founding member of the Association of Quantity Surveyors Thailand (AQST) and served as representative of Thailand in the ASEAN Association of Quantity Surveyors (AQSA). He had previously served as Chairman for the RICS Thailand Association.

Council members from seven countries participated in the ASEAN Association of Quantity Surveyors (AQSA) General Assembly held at the University Technology Sarawak campus on 15th May 2023.
The Annual General Meeting (AGM) held on 12 January 2023 was a resounding success, bringing together members to reflect on the past year and chart a course for the future. Key achievements were highlighted, thanking all founders including the road of the AQST formation and detailed reports on financial performance and project outcomes were presented. Attendees engaged in productive discussions on upcoming initiatives, demonstrating a shared commitment to the organization’s goals. Elections for new leadership positions were also conducted smoothly. The AGM concluded on a positive note, with a renewed sense of purpose and clear action plans for the year ahead. We thank all attendees for their valuable contributions and look forward to a prosperous year working together.
